The Texas Legislative Effectiveness Index was developed to answer a simple question:
Did this legislator turn ideas into law?
Most public discussions of legislative performance focus on how many bills a legislator files. However, filing legislation and producing policy outcomes are not the same thing.
A legislator may introduce dozens or even hundreds of measures during a legislative session. Some measures advance through committee, some pass one chamber, some pass both chambers, and a smaller number ultimately become law.
The Texas Legislative Effectiveness Index measures performance across the full legislative lifecycle:
Legislative Activity → Legislative Movement → Legislative Results → Law Conversion
The index evaluates factors including:
• Bills authored
• Bills coauthored
• Bills sponsored
• Bills passing the originating chamber
• Bills passing both chambers
• Bills sent to the Governor
• Bills signed into law
• Committee influence and institutional leadership
The methodology also distinguishes between substantive policy legislation and ceremonial or administrative measures.
As a result, the index is designed to reward measurable policy outcomes rather than raw filing volume.

The Texas Legislative Effectiveness Index (TLEI) evaluates legislative performance across five dimensions:
- Legislative Activity
- Legislative Movement
- Governor Pipeline Success
- Law Conversion
- Institutional Influence
The index rewards legislators who successfully advance legislation through the legislative process and ultimately convert legislative proposals into enacted public policy.
Measures that become law receive greater weight than measures that are merely filed.
Substantive policy legislation receives greater weight than ceremonial or administrative measures.
